The Government of Uganda with support from the World Bank has been implementing the Investing in Forests and Protected Areas for Climate-Smart Development (IFPA-CD) Project since 2020 with an expected closing date of 30th  June 2026. IFPA-CD is jointly developed and implemented by Ministry of Water and Environment (MWE) as the Lead Agency and Ministry of Tourism, Wildlife, and Antiquities (MTWA).

The overall goal of the National Irrigation Master Plan (NIMP) is to provide a long-term plan that will guide irrigation planning and provide a strategic framework for prioritized investments for development of irrigation infrastructure demonstrated to be technically feasible, economically viable, socially desirable, and environmentally sustainable. The Master Plan will address the issues identified above and develop priorities for investment that can be quickly enacted. The Master Plan is to promote equitable outcomes and align with existing national and regional development plans.

Uganda’s total population is estimated at 45.9 million (National Census, 2024) with an annual growth rate of 2.9% per annum. Between 85% and 90% of the population live in rural areas and derive their livelihood from agricultural related activities. The incidence on poverty if highest among the food crop producing category in the rural areas due to low income, with 31.1% living below the poverty line.

It has come to the attention of the Ministry of Water and Environment, that there are false advertisements circulating in mainly the social media relating to the Construction of Sipi, Namalu and Unyama Irrigation Schemes. These are advertisements are false, misleading and NOT published by the Ministry of Water and Environment

The Government of Uganda, through the Ministry of Water and Environment (MWE, the Lead Agency), Uganda Wildlife Authority (UWA), and National Forestry Authority (NFA), is executing the "Uganda – Investing in Forests and Protected Areas for Climate-Smart Development (IFPA-CD) Project." This project is financed through contributions from the World Bank and counterpart funding from the Government of Uganda.

The Government of Uganda (GoU) with support from the International Development Association (IDA) is implementing the Irrigation for Climate Resilient Project (ICRP). The project will provide farmers in the project areas with access to irrigation and other agricultural services, and establish management arrangements for irrigation service delivery.

The project has three components: Component 1. Irrigation Services; Component 2. Support services or agricultural production and value-chain development; and Component 3. Institutional Strengthening and Implementation Support.
