Directorate of Water Development

The Directorate of Water Development (DWD) is responsible for providing overall technical oversight for the planning, implementation and supervision of the delivery of urban, rural water and sanitation services, and water for production across the country. DWD is responsible for regulation of provision of water supply and sanitation and the provision of capacity development and other support services to Local Governments, Private Operators and other service providers. DWD comprises four(4)Departments; Rural Water Supply and Sanitation; Urban Water Supply and Sanitation, Water Utility and Regulation and Water for Production.

OPERATIONAL MANUAL FOR THE AREA SERVICE PROVIDER (ASP)

The ASP Manual is a stop document which will guide both the establishment and functioning of the ASP, and also be used as an important resource for all stakeholders involved in rural water supply services.

The Objectives of the ASP manual are:

i) To provide procedures and processes of identification and contracting the ASP;

ii) To facilitate the establishment and orientation of the ASP;

iii) To provide tools for monitoring the functions and operations of the ASP;

iv) To provide a basis for regulating the work of the ASP;

ENVIRONMENTAL GUIDELINES TO LOCAL GOVERNMENTS FOR STRENGTHENING COMPLIANCE WITH SAFEGUARDS REQUIREMENTS IN DEVELOPMENT PROJECTS

The government of Uganda in addressing its development challenges places great
importance on environmental safeguards as evidenced in the numerous policies and laws
instituted to guide the sustainable use of natural resources. Important of these is the National
Environment Management Policy under which environmental management issues are based
with further guidance from other legal frameworks including the Environment Impact
Assessment (EIA) guidelines and other tools developed by the National Environment

NATIONAL FRAMEWORK FOR OPERATION AND MAINTENANCE OF RURAL WATER INFRASTRUCTURE IN UGANDA

The National Framework for Operation and Maintenance of Rural Water Infrastructure in Uganda (hereafter called ‘the Framework’) was developed by the Ministry of Water and Environment in 2019 with financial support from the Royal Danish Embassy and UNICEF. The objective was to develop options and standards for institutionally and financially sustainable operation and maintenance (O&M) systems for rural water supply infrastructure that are currently not adequately covered by existing management models.  

Improving Livelihoods through Water for Production

The Ministry of Water and Environment is undertaking several programmes in the development and utilization of water resources for productive use in crop irrigation, livestock, aquaculture, rural industries and other commercial uses to improve people’s livelihoods in rural areas through increasing the storage volumes for water for production. This is being done through construction of medium irrigation schemes, small scale irrigation schemes, earth dams, valley tanks, deep boreholes and bulk water schemes.

Completed Projects (2019)-Urban Water - Final Draft

The Ministry of Water and Environment through the Urban Water and Sewerage Departments takes mandate to construct piped water supply and sewerage systems in the large towns, small towns and rural growth centers in Uganda.  During the year 2019, The mandate is implemented through the 4No. WSDFs of Central, South Western, Eastern and Northern. It is also implemented through LV Watsan, WMDP, ERT and Support to small towns. The summarized table indicated the piped water supply and sanitation systems constructed and completed during the 2019.
